According to RRU, the new batch builds on the experience and outcomes of the first cohort, bringing together professionals from regulatory bodies, law-enforcement agencies, police organisations, financial institutions, the legal profession, entrepreneurship and other relevant sectors.
Designed specifically for working professionals, the MFES programme is delivered in a hybrid format, enabling participants to pursue advanced learning alongside their professional responsibilities. The programme aims to develop a specialised cadre of practitioners equipped with the knowledge and practical skills required to safeguard India’s financial integrity, economic security and sovereignty. With financial security emerging as a critical pillar of national security and sustainable economic development, the programme addresses challenges such as illicit financial flows, money laundering, terrorist financing, sanctions evasion, financial fraud and misuse of corporate structures.
The programme adopts an applied, practice-oriented approach through academic instruction, case studies, expert interactions and campus-immersion activities. Participants engage with institutions that form key pillars of India’s financial and economic architecture, including regulators, investigative and enforcement agencies and financial-sector organisations. The curriculum also incorporates international standards, cross-border cooperation, comparative regulatory approaches and developments in anti-money laundering and counter-terrorist financing. Emerging technologies, including artificial intelligence, digital payments, virtual digital assets and decentralised finance, are also addressed to help professionals understand evolving financial risks and technological opportunities in supervision, compliance and enforcement.
Addressing the inaugural ceremony, RRU Pro Vice-Chancellor Prof. (Dr.) Kalpesh H. Wankhade highlighted financial security as a key pillar of a strong and self-reliant India, emphasising the need to build specialised professional capabilities and strengthen institutional cooperation. Sunil Kavishwar, Director, School of Criminal Law and Military Law (SCLML), RRU, spoke about technology-driven challenges in financial crime, supervision and enforcement. Prof. (Dr.) Naveen Sirohi, Head, School of Finance and Management, and Director, Forum of Indian Regulators (FOIR) Centre, IICA, underscored the importance of specialised capacity-building programmes in developing economic security professionals to address illicit fund flows, supply-chain disruptions, technology-driven threats and geopolitical economic tensions.
The second cohort also contributes to the national vision of Viksit Bharat @2047 articulated by Prime Minister Narendra Modi. A secure and trustworthy financial ecosystem is essential for protecting public resources, strengthening investor confidence, promoting inclusive growth and supporting sustainable economic development. Through an interdisciplinary learning environment and collaboration among professionals from regulation, law enforcement, finance, law and business, RRU and IICA aim to strengthen institutional capacity and develop a skilled workforce capable of preventing, detecting and responding to emerging financial and economic security threats.
