Guwahati/Assam, Sep 20 (VNI): Assam Chief Minister Dr. Himanta Biswa Sarma on Sunday laid the foundation stone for Adani Power Limited’s (APL) 3,200 MW Ultra-Supercritical Thermal Power Plant at Chapar in Dhubri district of lower Assam, marking the commencement of one of the state’s major power investment projects.
The ₹48,000-crore project is expected to generate up to 20,000 jobs during the construction phase and around 5,000 jobs after becoming operational. The project is part of a larger ₹63,000-crore power investment in Assam, with commissioning planned in phases from December 2030. The foundation stone ceremony was attended by senior State Government officials, industry representatives, local community members and Jeet Adani, Director, Adani Group.
Dr. Himanta Biswa Sarma said Assam is emerging as a regional energy hub and described the 3,200 MW Chapar project as a major outcome of the confidence generated by the Advantage Assam Investor Summit 2.0. He said the investment would create large-scale employment, increase economic activity and generate SGST revenues, while providing opportunities for local industries and enterprises to participate in the emerging ecosystem.
Jeet Adani said Adani Power’s ₹48,000-crore investment would support the availability of reliable and affordable electricity for households, businesses and industries in Assam. He also said the project would create employment and opportunities for local contractors, suppliers and businesses. Referring to Assam’s unique geography, he said the state could become a “battery” for India and contribute to the country’s future growth.
The Chapar plant will comprise four 800 MW units and will use ultra-supercritical technology, incorporating high-efficiency systems and modern environmental safeguards. Once commissioned, the plant is expected to strengthen Assam’s power generation capacity and support the state’s household, commercial and industrial electricity requirements.
The ₹63,000-crore power investment includes approximately ₹15,000 crore for two Pumped Storage Plants with a combined capacity of 2,700 MW through Adani Green Energy Limited. Adani Energy Solutions Limited is also implementing smart metering projects in Assam to support the modernisation of the state’s power distribution infrastructure.
Across sectors, Adani Group investments in Assam are expected to exceed ₹80,000 crore, with projects in power, aviation and cement moving from commitments towards execution. The group said these investments are expected to create jobs, infrastructure and new economic opportunities across the state over the next three to four years. The Adani Foundation has also undertaken relief and development initiatives in Assam, including support to more than 8,000 flood-affected families in Sivasagar and Dhemaji districts.
Earlier, in October 2025, Adani Power emerged as the successful bidder through a competitive bidding process to establish the 3,200 MW power plant. The company subsequently received the Letter of Award from Assam Power Distribution Company Limited (APDCL) in November 2025.
